What are an employee’s rights to vacation time/pay?
I have been with a company for over 30 years and have earned 4 weeks vacation. He is now laying off 2 people who also had 4 weeks vacation and less time with the company. He is keeping me spreading my 40 hours across 6 days instead of 5 and taking 2 weeks away from me. Can he do this?

If you mean that he is taking away 2 weeks of time that you accrued in the past but not yet used, he cannot do that. However, if you mean that, going forward, he is reducing you from 4 weeks vacation per year to 2 weeks, then yes, the employer may do this at will, provided that you do not have an employment contract to the contrary. Similarly, an employer may reduce your number of hours and/or change the days/shifts you work at will, if there is no contract.
