I have credit cards issued from another country and balances in US dollars. Can the foreign creditor go after me in the United States?

Most likely yes, and depending on whether the situation is considered a federal question, it may be in federal court or state court.  U.s. treaties and U.N. agreements have seen to this, plus see the following:

If you have an issue with a credit card company, try to see if it is solely a foreign company or one with a subsidiary or affiliate that is U.S. based.   Did you seek legal counsel to try to negotiate out?  Try www.attorneypages.com and look for a lawyer with federal law experience, especially in multi-jurisdiction/foreign contract law.
