If you do not have insurance, the best thing is if you can privately resolve the situation with the person you hit.  You should admit liability and state that you will pay to repair their car and for any related medical bills.  If you do not have the money, you should attempt to arrange to finance this some how (get a loan, make payments to them, etc...).  If you do not do this, they will most likely sue you, and the result will be much worse.  Plus you can get a criminal citation for driving without insurance.
