If I lent a woman $600 but she has not paid me back in 2 years, what action can I take?
All communication records are by email, in which she acknowledges it was a loan and in emails promises to pay me back but never has. Do I have any legal recourse even though it’s a small amount?

You can sue for breach of contract- account stated.  Your damages the amount of monetary compensation you are seeking in your lawsuit would be the $600 plus interest.
You can file your lawsuit in Small Claims Court.  Your damages should also include court costs which are the court filing fee and process server fee.
