You should not be; you need to speak with your insurance company about this and contact your state attorney general and the dmv who usually handles the licensing or registration of tow companies and work out a compromise. Your insurance should be paying for it but ultimately if the police discovered who stole it, you could sue that person for all out of pocket expenses related to the theft (tow fees, rentals, etc).
