If you have a bill of sale signed by the auto dealership showing the down payment and car in your possession, it is presumed under the laws of all states in this country that you paid the money required of you to get the car. I would hope that you have a receipt for the down payment as well.
If you paid cash for the car as a down payment and the dealership lost the money, the loss of money is the dealer's problem not yours. As far as what I see, you keep the car since you should not be responsible for the car dealership's negligence in losing the money you paid for the car.
