Unless the loan that you have paid off in full is cross collaterized by some unrelated loan by way of signed and dated papers by you, what the bank is refusing to do is improper under the laws of all states in this country. You are entitled to the registered title of the car that you paid off. I suggest that you contact your state's department of corporations that regulates banks in your state and make a complaint.
