What to do if I parked my car in a handicapped space in my apartment complex and it was towed?
The space did have an upright sign, and although it was marked on the ground, the marking was covered by snow and ice. The car was towed. Is this lawful?

Yes, this perfectly legal. You write that the spot had an upright sign indicating that this was a handicapped spot: therefore, the spot was lawfully marked and you were on notice that it was handicapped parking. Whether or not the ground marking was visibile is therefore irrelevant.
