You need to file a complaint with the entity who handles the dealership, contact the financial institution who handled your original loan and your new loan and contact your attorney general. In most states, your first lien had to be paid off within a certain amount of time and if it has not, then you may (if the consumer agencies cannot help you) need to sue the dealership for reimbursement.
