What to do if I purchased a used vehicle from a private party and received the vehicle but the seller never sent the title as promised ?
I paid in full but a lien remains on the vehicle. Now 3 months have passed. How can I legally proceed? I went to the police department and they said it is not fraud or a criminal case. Can I sue in small claims for a non-monetary item such as satisfied lien? What are my options?

Baed upon what you have written, you need to pay off the unpaid lien for the vehicle and when done, get the title to the car. You then sue the seller of the car for the amount that you had to pay to remove the lien plus interest in small claims court.
