What to do if I recently declined a position and the employer is telling me that I have to pay for the background check and drug test?
There was nothing signed. Can they do this? They have threatened to affect my credit bureau.

You do NOT have to pay for this unless you signed an agreement stating that, in the event you declined the job, you would reimburse/pay for these costs. In the absence of such an agreement, they have no basis for charging you; and if the falsely report a debt and damage your credit, you could sue them for compensation.
