If you have discovered that you landlord has been "stealing" your power to power a unit other than your where you are paying for the power, you should contact your local utility company about the issue and ask that the line be terminated for conducting power between the two units.

I would also contact your landlord and have a face to face meeting about the situation you recently discovered. You might also want to consult with a landlord tenant attorney about the matter that you just discovered.
