I recently lost my mother. She left some property to my brother and I. He has a bankruptcy filed and having money taken from his check monthly.

Yes, if he filed a chapter 7 bankrupty: in chapter 7, the debtor's assets, which include his share of the property left to you and him by your mother, are liquidated, or sold, for the benefit of creditors. You may wish to explore purchasing his half, if possible.
