Can a HOA have a rule that does’t allow any minor children at the pool without an adult present?

I was under the impression based on my research on fair housing that this type of rule is too broad and discriminates on the kids rights to use the pool. I’m wondering because I have 3 girls, 14, 7, and 6, that are all avid swimmers; the oldest is very responsible (more than some adults). However, they are not allowed to go to the pool together unless I go.

Yes.  The rule is reasonable.  Your HOA had the right to promulgate reasonable procedures that are enforceable against all residents.
