According to his photos, my car was covering a portion of his parking spot and he miscalculated backing while backing in an backed into my car. The parking spot to his immediate left is empty, so had ample space to back in. He’s seeking to cover 1/2 of the damages.

You are NOT liable for anything.
Your neighbor is liable for the total amount of the property damage (cost of repairs) to your car because he hit your parked car. He is at fault in the accident for hitting a parked car and is liable.
