What to do if I sold a car a year ago and recently was contacted because the new owners never transferred the title and the car was impounded?

I went and got the car. It is insured in my name. Do they have any legal rights to it without having a title or bill of sale?

No, the owners really have no legal title to the vehicle, especially if you never assured the title was transferred (by going with them to transfer title) and you never took the insurance off of the vehicle. If you have any paperwork showing the sale, perhaps you can sue them for reimbursement of the impound fees, but it will be an uphill battle.
