A general theft charge in Colorado covers many situations. Basically the amount or the theft is what determines the charge and possible penalty if convicted. If the value is less than $500 - which I am assuming the cab ride was - then it is considered a class 2 misdemeanor and the penalty can be jail time of between 3 months to 1 year and penalty from $250 to $1,000.
