If you got something in writing from the program, that says in so many words that the expungement will be taken care of for you -- other than something like "eligible for expungement" or your record "can be expunged" or "will be expunged when you petition the Court of Common Pleas." If so, please contact the program, preferably in writing and absolutely politely either way, and ask for information.
Otherwise, as I said before, I'm not a Pennyslvania attorney, but my research suggests that you'll have to file the petition for expungement yourself.
