If I was paying unknowingly paying my neighbor’s utilities, can I bill the landlord?

The property we live in is duplex. When the current property bought the house, she had the electrical worked on. Found out the wiring was messed up and that a portion of the neighbors power was going through our meter for about 5 years. Since it has been fixed our power has gone down 40%. Can I bill the landlord.

Your neighbor should pay, regardless whether he or she knew about it, since he or she received benefits. Whether you can recover for the entire 5 years is questionable. You may have to negotiate first and prepare to sue in small claims if necessary.
