What can we do if I work as a resident assistant at an assistant living and recently one of our staff was forced to work 3/8 hour shifts in a row?

We are required to pass medication to the residence whom live there. The nurse in which we work under made herself unavailable. As a health care provider I feel that this practice has put not only the employee but also the residents at risk. Is this legal to make someone work these hours? And, if not, how/who do I report these types of neglect?

Yes, it is legal. With a rare few exceptions (e.g. pilots; truck drivers), the law does not prevent employers from making employees work any number of shifts in a row. This can be very unwise, however, since if anyone is harmed due to employee fatigue, the employer could easily find its liable for its part in creating or contributing to that fatigue.
