Now they want to cut the mileage to just .31 cents a mile. Is this legal?

Does this change violate an employment contract, union agreement or the like? Does it constitute some form of actionable discrimination? If you answered, "No" to the foregoing, then your employer's policy change is perfectly legal. The reason is that in most employment relationships the company can set the terms and conditions of the workplace much as it sees fit. For their part, an employee can comply or quit.
