If I worked for a company and now they are holding my paycheck because I refuse to continue working for them, what can I do?

You can sue them: there is no legal basis for an employer to withhold an employee's paycheck because he or she will not continue to work for that employer, so based on what you write, you should win any lawsuit. If the amount at stake is less than the limit for your small claims court, suing in small claims court, acting as your own attorney ("pro se") is a cost-effective option.
