If a business has no place to place shopping carts when finished, and they are constantly hitting my car leaving dents, is there anyway I could sue?

Most likely not. The reason they are hitting your car is that the customers using them do not return them to the store and/or either leave them where they could role into your car or even push them into your car. The store is not liable for the actions of its customers in this regard.
