Basically, can they charge a different amount to pay cash than if you financed?

Yes, they can. The law does not require identical prices in situations like this for cash vs. financed purchases, and since financing does impose various explicit and implicit costs on them (e.g. administration; the "time cost of money"; etc.), there is a certain logic to it as well.
