If a driver gets into an accident in an uninsured car, can the owner of the vehicle be held liable for the damages incurred?

The driver is not the owner of the car.

Yes, the owner can be held liable for the damages caused by anyone he or she let or allowed to drive the car (drove it with permission). If the car had been stolen, the owner would not be liable--but to "prove" it had been stolen for this purpose, would almost certainly have to press theft charges vs. the driver.
