If a person has a warrant for a fourth degree misdemeanor and they turn themselves in, what is the procedure?
Will they simply get a court date or will they go to jail and need bond money?

it depends on many circumstances, including the judge in the session and the court you're in. Someone with many defaults on their record, a more serious crime despite being a misdemeanor, etc etc. You should speak with a lawyer.
