It is owed to the estate of the person--that is, it becomes a debt of the estate--and will be distributed from the estate to the heirs or beneficiaries of the decedent (the person who passed away). It doesn't matter "why" the money is owed: debts owed to the decedent become debts owed to his/her estate.
