If a person was arrested and their car was impounded but the cops let the guy go with no charges, why wont they give the car back?

From what you have written about in your question, one reason what the car may not have been released was that its driver was not the registered owner or that there were unpaid parking tickets on the vehicle warranting the item to remain in police custody until the registered owner appeared to take possession of the vehicle or the fines are paid in full.
