If an employee of a company looks up my account info for personal reasons, is it a breach of confidentiality?
I have a storage space and the clerk saw me parked outside on the street and told the manager I was a ‘stalker’ and when the mgr. said I was a customer, the clerk later accessed and altered my file contents which the mgr. noticed and informed me of. When I complained to the corporate headquarters, I got a 60 day notice to move out.

From what you have written, the looking of your account information at the place where you have a storage space was not a breach of any confidentiality by the vendor in that its representatives within the course and scope of their employment should be allowed to review a customer's file for assorted purposes such as billing and contact information.
