If I am getting a deferred felony on intent to distribute does that hinder me from getting my CHL and does it come up on employment background checks?

A deferred is type of probation that is available in Texas... which means that it will part of any public record.  This means that it could show up on a background check depending how thorough of a search someone does.  As far as a CHL, as long as you are on deferred adjudication, you will be considered a prohibited person and will not be able to possess a fireare or obtain a CHL.
