If I been at my job for 8 years but have not received a pay raise in 4 years, am I eligible to sue?

You could only sue if you were to have gotten a raise pursuant to a union agreement, employment contract, or a raise was mandated by company policy. Additionally, if you were singled out for no raise due to some form of actionable discrimination you could pursue the matter in court.

Absent any of the above, I'm afraid that you have no legal recourse. The fact is that an employer can set the terms and conditions of the workplace much as it sees fit. This includes who gets an increase in salary and when. While seemingly unfair, it is perfectly permissable.
