If I let someone drive my car and someone hits them and ran, then who is responsible for the damage if the insurance won’t cover it?
Then am I responsible or the driver at the time of the incident?

Generally you are responsible for the damage to your vehicle. It would seem that given the fact that someone else hit your vehicle and the person you lent you car to was not at fault, it would not be their responsibility. If you have auto insurance, it should cover any damages to your car. If the person you lent your car to was at fault for the accident or the damage, they should pay for the damages in good faith. Let your auto insurance handle this.
