If I need to file a libel/defamation lawsuit against a person who resides in another state, where do I file and where should I retain an attorney?

it depends upon your state laws.  You can contact an attorney in your area for assistance.  Generally you can file a lawsuit in the county where one of the parties resides or in the county where the action which has lead to the lawsuit happened.  Sometimes lawsuits that involved parties or incidents that occurred in different states end up in federal court.  I would start by contacting an attorney in your area and getting some advice.
