If I owed company $700 but they took it out my last paycheck without notice, can I sue them?

Yes, you can sue them for your losses. Additionally, you can file a complaint with your state's department of labor. The fact is that absent express written consent, an employee cannot make deductions from an employee's paycheck. Such an unauthorized taking is illegal and actionable. If you owed your employer money, it should have either tried to work out a repayment schedule with you, and if that was not possible, then it could have sued you in court. Unilaterally taking money from your paycheck was not a legitimate option.
