You auto carrier is not required to do that.  The have people called underwirters that review your motor vehicle history and assess your premium based on risk.  they look at driving history, accidents, tickets, the kind of car you are driving, age, etc.  There really is not a magic formula from what i am told by people in this industry.  if you to sue them for some kind of fraud, i would imagine that you could depose the insurance company and ask for this information.  The problem is that the insurance contract is year to year and you are not obligated to renew it.
