My husband is moving back to TX. We haven’t even been married for a year. There is also an issue of mental abuse.

I am sorry for your situation. It is my understanding that while Maryland does have laws and procedures for annulment they really prefer that you file for divorce. From what I have read the grounds for annulment here would be fraud. Cruelty is a ground for what is known as a "limited" divorce in Maryland but it seems that only grants you a "limited" divorce and you want to be absolutely divorced to move on with your life. I would go and seek legal consultation from an attorney in your area to clear up and formulate the best strategy here. Maryland seems to have a different approach that is not as straightforward on some issues. Good luck.
