If I was let go do to economic downsizing but within 6 weeks there was an new hire for my position, is this a case of unlawful termination?

Unfortunately, this is not a case for unlawful termination. That is unless your treatment was due to some form of actionable discrimination or it violated an employment contract, union agreement, company policy, etc. In an "at will"employment relationship an employer can set the terms and conditions of employment much as it sees fit. This includes who to fire and who to hire.
