If I wish to start a business but the name I’d like to use belonged to a LLC that has been “revoked”, can I use that name?
Also, do I need to start a LLC in order to secure that or any business name or does registering as a DBA hold the name?

if revoked you should be OK. you could just do an assumed business name without the LLC being formed to hold the name.
