Yes, if the application does not limit the questino to a shorter period of time (such as "within the last five years"), you have to answer "yes." If you don't, you will be committing a form of fraud on the application by lying about a material (important) fact they asked about. It doesn't matter if you feel it shouldn't matter--it's not your decision, as to what is and is not important.
