If my landlord has 30 days to refund my security deposit, when should I send a demand letter?
Should I send it with a date demanding payment at the 30th day, or should I send it after the 30th day has passed?

You should send it on the 31st day but make sure that you have complied with the law in Missouri first. By that I mean most states require that the tenant give the landlord notice of their new address and where to send the refund. The notice should be in writing. So make sure that you have dotted all yout "i's" and crossed all your "t's" before you file anything. Good luck.
