No. If there is no will, the money will pass by intestate succession, or the state laws govering distribution when there is no will. Exactly who will get what depends on who survives your sister (e.g. parents; children; spouse; siblings), but at a minimum, if there are no other survivors but two siblings--you and the other sister--the deceased sister's estate would have to be shared beween the two of you. Neither sibling will get it all in the absence of a will saying that one sibling gets it all.
