It really depends on what the conditions of their deportation order were and whether they have been satisfied. If so, then there is a good chance they can make an application for reentry to the US (they will need a valid visa, etc). If, however, they have not satisfied the conditions of the deportation order or were to be barred from the US forever, then they will not be able to return.
