When someone dies without a will its called intestate succession which means it follows the heirship as provided for in the Probate Laws of Florida. Usually it is spouse then children. Once they pass, someone appears in Probate Court and asks to be named as the administrator of the Estate. Then the assets are divided up according to the statute in your state. I suggest you contact a Probate lawyer in Florida or go to the local Probate Court and talk with the Clerk.  You may also want to contact the bar association or if you are not intimidated by legalese, you can research the Probate laws in Florida by going to the local court and research the issue in the law library. You can get an idea of the line of succession.
