I am so sorry for your loss. The Administrator or Executor is the Fiduciary of the estate and has to pay the bills OUT OF ESTATE FUNDS, not out of personal funds. The fiduciary has the power to sell estate assets to do so. He or she should seek legal help. Good luck.
