Good question. If the collection company is representing the doctor's office against a patient for delinquent bills, there is nothing improper that was done by the doctor's office in giving out the emergency contact information to the collection company.
If the collection company was given this information by the doctor's office for some other purpose, then the giving of the information was improper.
