If you received a summons in the mail for a debt that you can no longer pay, can the debt be dissmissed?
I can’t pay since I’m on SSI.

No, your case will not be dismissed. You will still owe the debt. So if you do not show up to court, it will issue your creditor a "default judgement". It can then take collection action against you. However, if you have no assets and your only income is SSI, as a practical matter your creditor won't be able to collect.
