If you are paying for the utilities of the rental and will not be living in it during the pro-rated period of time, you do not need to have the utilities on. However, as a courtesy to the landlord would advise him or her that you want the utilities shut off and out of your name as of a certain date so that the landlord at his or her option can keep them on in his or her name.
If you are living in the rental during the pro-rated time period and are not paying for the utilities, your landlord is legally obligated to keep the utilities on.
