Can I brake my lease because they are doing drugs in the house?
Also, the rent is $640 and the late fee is $75. Yet, according to the state statutes for late fees, it cannot be no more than 5%.

Under the laws of all states in this country there are certain statutes capping the the maximum amount of late fees one's landlord can charge. If the amount is 5% of the rent in your state then that is what your landlord can charge and no more.
As to terminating your lease without recourse to your landlord because drugs are being done in the rental by other tenants, unless your written lease says that you can, then you cannot. I suggest that you simply speak with your landlord about the problem and see what he or she can do for you on the subject.
