And since they both consent, neither can sue or call police to write a report or
press charges. Is this true?

No, it is not legal. There is no "consent" to fighting in NJ (or in any U.S. state of which I am aware)--both people would be guilty of assault, with the degree or severity of the charge depending on whether any implements or weapons were used and the extent of harm done.
