What to do if my landlord let the new tenants move in the day before the first day of the month when I still had the place under lease?
Therefore, I did not have time to finish some cleaning/repairs. Can I do anything legally if he complains that there were repairs/cleaning that wasn’t done?

If the former landlord allowed new tenants to move in while your former place was still leased by you where you had planned on cleaning it, then the former landlord owes you rent for the days as a rebate when the new tenants occupied the rental and cannot complaint that he or she incurred costs for cleaning it. What the landlord did blocked your efforts in getting the unit cleaned by yourself.
